The role of an expert witness v independence of the district valuer

It is a question that has remained unanswered – but is it now time to ask, have district valuers lost their ability to act independently?


The regulation encompassing the role of an expert witness is governed by the Civil Procedure Rules as well as the Royal Institution of Chartered Surveyors (RICS) practice statement: ‘Surveyors acting as expert witnesses’ 3rd edition.  Together, both fundamentally stipulate that an expert must be, and must be seen to be, independent and that their expert report must be an unbiased product, and fall within his/her expertise, experience and knowledge’.
