TAXline News: December 2019

Frank Haskew, Head of the Tax Faculty, reports on recent developments at the Tax Faculty during December 2019.

At the time of writing, it has been announced that parliament will be dissolved and there will be a general election on 12 December 2019. The budget proposed for 6 November 2019 was cancelled and we do not know what will happen to the draft clauses that were published in July 2019 for potential inclusion in the Finance Bill. We expect that the start date for such measures as the extension of the off-payroll workingto the private sector will remain as 6 April 2020. Events are likely to move rapidly after 12 December 2019 so we urge members to keep an eye on developments through our weekly TAXwire and news service.

Our annual Hardman Lecture was presented on 30 October 2019 by Paul Johnson, director of the Institute for Fiscal Studies. Paul gave an excellent presentation on the fiscal challenges facing a UK government and possible policy responses to them. Many thanks to Paul for his speech and to our chair Mary Monfries who introduced the event and assisted with the lively Q&A that followed.
