The Insolvency Service has published its Annual Plan for 2026/2027 marking the final year of transition out of its 2021-2026 strategy. Read what we have highlighted as policy and regulatory points of interest to the insolvency profession.

The Insolvency Service (IS) Annual Plan 2026 to 2027 sets out its priorities, targets and performance measures for the year ahead. It marks the end of the 2021–2026 strategy and looks ahead to a new strategy, due later in 2026, which will guide delivery over the next five years.

The IS Annual Plan is organised around the IS’s three core purposes: maximising returns to creditors, tackling financial wrongdoing, and supporting those in financial distress. It also covers organisation-wide improvements across how the IS operates, their use of technology and data, and their people.

Policy and regulatory changes 

Standard setting
There will be a review of the existing standards framework and how it is enforced as the Insolvency Service moves towards taking full responsibility for setting standards for insolvency practitioners.

Insolvency Rules review
There will also be a review of the Insolvency (England and Wales) Rules 2016 to identify changes that would remove unnecessary regulation and support innovation.

Personal insolvency review
A consultation is planned on the options for reforming the personal insolvency regime, to enable the government to decide how to make the current system simpler for people in debt.

Small and medium sized businesses (SMEs)
Work will also begin on proposals to make it quicker and easier for SMEs to deal with financial difficulty.
