Council member biography – Paul Phenix

Biography

Paul was born and brought up in the UK. He is also an Australian citizen and has lived in the Constituency for a total of over 15 years.

On graduating from the London School of Economics with an honour’s degree in Monetary Economics, Paul qualified with Deloitte Plender Griffiths in London as a Chartered Accountant.

He then worked with Price Waterhouse in Jamaica. He began a 7-year phase of teaching in the Universities of West Indies, of Leeds and of Malaya mainly in finance, accounting and auditing as well as obtaining an MBA. This was coupled with running his own consultancy specialising in start ups, mentoring and business advisory, together with training and CPD. Paul was also engaged on projects in Latin America, the Indian sub-continent and East Africa.

Paul became involved in capital market reform and financial regulation when he was appointed Technical Director of the Malaysian Institute of CPAs (MICPA) and then, Technical Director of the Hong Kong Institute of CPAs (HKICPA). In both those Institutes, apart from standards and strategy work, Paul conducted extensive professional training/CPD and produced Member Newsletters and technical bulletins, while running a phone advice line for Members.

Following the collapse of The Stock Exchange of Hong Kong (SEHK) in the 1987 Crash, the HK Government asked Paul to be one of the small team being formed to revive, reorganise and operate the Exchange. He became the Executive Director, serving for 10 years, primarily responsible for compliance/regulation, market integrity and risk management as well as dealing with market participants and investors.

Paul has extensive experience in public service.

He was an elected member of the HKICPA Council representing Members in Business for 7 years. He was also Chairman of the HK Financial Reporting Standards Committee, Deputy Chairman of the HK Auditing and Assurance Standards Committee and a member of the IASC National Standard Setters Group and an IAS Steering Committee.

He was a Senior Adviser in Australian Securities Exchange (ASX), and a member of the ASX Listing Committee. Paul was also involved from the beginning in the development and introduction of XBRL/SBR in Australia and in representing Australia on the XBRL International Board.

Paul's public service continued as the Deputy Chair of the HK Auditing and Assurance Standards Committee and as a member of five other professional and regulatory committees, including as a member of the SEHK Listing Committee.

Paul is currently transitioning to full retirement and winding up his consultancy company.
