Richard studied PPE at Oxford University. He subsequently completed an MBA at Harvard Business School.
Richard was the MP for his hometown of Bedford 2010-2017 and was elected as the MP for North East Bedfordshire in 2019. He was re-elected as the MP for the new constituency of North Bedfordshire in 2024.
Prior to 2010, Richard was a partner in the strategy consulting firm, LEK Consulting and a founding partner of the venture capital group at Investcorp. During his business career, Richard helped start a number of small businesses and has worked in Australia, the US, the Philippines and South Korea. Between 2017 and 2019, Richard was the chairman of an educational technology company.
Richard served as Economic Secretary to the Treasury from July to October 2022 and from July to October 2024 was the Interim Chairman of the Conservative Party. He is currently the Shadow Chief Secretary to the Treasury.
