Malcolm was awarded the honorary membership of ICAEW for his outstanding dedication, contribution and services to the profession, including as an independent non-executive Board member, which he joined in June 2019.
Prior to his appointment to the Board, Malcolm had vast experience in governance and regulation following a long legal career in private practice and the UK financial services industry, including as Group Company Secretary at Lloyds Banking Group.
He will become the 12th honorary member in ICAEW’s 146-year history. King Charles III was made an honorary member in 2007, while other honorary members include Mervyn E. King and Melanie Richards CBE.
Elizabeth Hambley CB
Elizabeth brings significant experience to the ICAEW Board. Since 2024, she has held the position of Civil Service Commissioner and non-executive board member. She was previously an executive board member for the Government Legal Department, and Director General for its Commercial, Trade and International Directorate.
As a senior civil servant Elizabeth led the Legal Departments in several government departments including the Department for Environment Food and Rural Affairs, the former Department of Business, Energy and Industrial Strategy and the Department of Media, Culture and Sport.
In a voluntary capacity, Elizabeth is a coach and mentor to charity CEOs and Boards for Pilotlight, a charity helping connect business leaders to non-profit organisations to solve challenges and strengthen strategy.

This award is testament to Malcolm’s deep understanding of governance and regulation, championing the public interest and supporting the Board and ICAEW to perform so effectively throughout his six years of service.
“I would also like to welcome Elizabeth Hambley to the Board as an independent non-executive board member. Elizabeth brings extensive experience from her career in the legal profession and at the highest levels of government. She will play a key role in providing independent oversight and constructive challenge to ensure the Board continues to operate effectively.”
Malcolm said: “It has been a huge privilege to serve on the Board of ICAEW in a period of significant change and development. Receiving honorary membership came as a great surprise and is something that I value very much.”
Elizabeth said: “I am delighted and honoured to join the ICAEW Board. I look forward to working with Peter, non-executive colleagues and the ICAEW team to support the Board’s continued focus on operating with integrity, transparency and impact, for the benefit of its members and in the public interest.”
