The Government has launched a new Call for Evidence on gamebird shooting, seeking views and evidence on the impacts of the rearing, release and shooting of gamebirds in England. The consultation was published on 4 September 2026 and will remain open until 1 November 2026.
The review aims to improve understanding of the effects of gamebird management on:
- Wildlife and protected habitats
- Disease transmission
- Animal welfare
- Wildlife crime
- The use of natural resources
- The breeding, rearing and release of gamebirds for shooting purposes
Of particular interest is whether gamebirds reared for shooting are subject to sufficient welfare protections. Defra notes that they are currently not covered by the same welfare rules that apply to poultry raised for food and is seeking evidence on whether additional welfare requirements may be necessary.
What could this mean for ICAEW members’ clients?
While this is currently only an evidence-gathering exercise, the outcome could influence future regulation affecting:
- Sporting estates and shoot operators
- Farmers who host shoots or release gamebirds on their land
- Landowners receiving income from shooting activities
- Businesses involved in gamebird breeding, rearing and management
- Rural enterprises that derive income from shooting-related tourism and hospitality
Any future policy changes could potentially affect management practices, compliance requirements, animal welfare standards, release arrangements and operating costs across the sector.

The Government says they have recognised that gamebird shooting is an important part of rural life and supports jobs, businesses and communities across England. The purpose of the call for evidence is to ensure that any future decisions are informed by the best available information and reflect both environmental considerations and the sector's economic contribution.
