Looking ahead at PAYE 2020

Kate Upcraft explains the challenges in preparing payroll for the 2020/21 tax year. She covers off-payroll working, company cars, Employment Allowance and termination payments, among other things.

PayrollApril 2020 is fast approaching, and those of us involved in employment tax are worried that there is still way too much uncertainty about what changes will actually happen and, equally importantly, whether software developers will be ready to implement them.

I’m writing this in November, in a week in which parliament is to dissolve until after the general election on 12 December. Payroll software is normally signed off by December to go into test mode post-Christmas, but that won’t be happening this year. There is also the small matter of the Welsh and Scottish budgets – still scheduled to be set before Christmas as I write but which can’t be formalised until Westminster has outlined its tax plans.
