Origins and evolution
When ICAEW was established by Royal Charter on 11 May 1880, it incorporated into one body the members of five existing societies of accountants in England. Of these five founder bodies, four had been established as local organisations: the Incorporated Society of Liverpool Accountants; the Institute of Accountants in London (which became the national Institute of Accountants in July 1872); the Manchester Institute of Accountants; and the Sheffield Institute of Accountants.
Following the creation of ICAEW, some of the founder bodies were wound up, whilst others were converted into district societies of the Institute. For example, the Incorporated Society of Liverpool Accountants became the Liverpool Society of Chartered Accountants, and (after several name changes) the Sheffield Institute became the Sheffield and District Society of Chartered Accountants.
Over time, various other district societies were created – the Birmingham and Midland Society of Chartered Accountants, for instance, was founded in 1882. Some came to have offshoot branches and groups, particularly where members were spread over wide areas. For example, a Derby Branch of the Nottingham Society of Chartered Accountants was formed in 1951. Rough chronologies for each of the societies are set out below.
It became common for the societies to have badges or medals of office, which tended to incorporate local heraldic emblems alongside ICAEW’s coat of arms and motto. A selection of these can be seen below.
As they increased in number, the district societies came to serve as important linkages between ICAEW and its members across England and Wales. Gradually, they became the principal channel for local representation on the ICAEW Council: as each society was formed, members were elected from that district. As such, they provided the Council with local knowledge and technical advice.
The societies also took on responsibility for a wide range of local activities. These varied from place-to-place and changed over time, but commonly included:
- Organising meetings, lectures, and social functions;
- Assembling and maintaining local libraries;
- Supporting local students’ societies;
- Helping with recruitment;
- Providing training;
- Awarding prizes to ACA examination candidates.
Many of the societies began to publish regular magazines or bulletins, as well as annual reports and financial statements; some continue to do so today. From time-to-time they have also produced other miscellaneous publications. The ICAEW Library holds a wide range of material produced by, or relating to, particular district societies. As the 20th century progressed, ICAEW’s district society structure continued to evolve through re-naming, boundary changes, new societies and the reallocation of branches and groups (see the chronologies below). One noteworthy development was the conversion of several branches into standalone societies. Croydon, for example, moved from being a branch of the London Society to becoming the Croydon and District Society of Chartered Accountants in 1985.
Transition to a new regional structure
Since the early 21st century, ICAEW has gradually transitioned away from district societies as the primary loci of local activities, with direct employees of the Institute coming to play a larger role. This began in 2000–2001, with the establishment of ten 'Regional Business Centres'. Later, during the early- to mid-2020s, it implemented a new regional structure based principally on centrally-administered ‘local networks’.
As of 2026, local networks (which are legally part of ICAEW) are responsible for local member engagement and advocacy across much of the UK, with only a handful of independent district societies (such as the Thames Valley Society of Chartered Accountants, the Beds, Bucks & Herts Society of Chartered Accountants, and the Isle of Man Society of Chartered Accountants) remaining engaged in significant member-facing activities.
Thus, in many areas, all or most of the activities previously organised and run by district societies are now delivered directly by ICAEW through its various local networks, under the direction of their respective network boards. For example, most operations formerly the responsibility of the Liverpool Society of Chartered Accountants are now run by the ICAEW Liverpool network.
Many district societies (such as the North West Society of Chartered Accountants) have now become “shell societies”, whilst others (such as the Northern Society of Chartered Accountants) have become dormant or been dissolved. The activities of “shell” or “legacy” societies are generally limited to the management of reserves (whilst they remain) – though they may still elect a President and/or similar officers, and perform certain other limited functions (such as awarding prizes).
These changes notwithstanding, there continues to be UK regional representation on the ICAEW Council, with various constituencies electing individuals to advocate for their respective local concerns.
