New XST appointed
Daniel Tomlinson MP has been appointed as Exchequer Secretary to the Treasury (XST). Tomlinson replaces James Murray MP, who has been promoted to Chief Secretary to the Treasury. The XST is responsible for several areas, including the tax system and tax administration policy.

Updated advisory fuel rates published
HMRC has published the advisory fuel rates applying from 1 September 2025 for employees using a company car. The rates should be used where the employer reimburses employees for business travel in their company cars, or requires employees to repay the cost of fuel used for private travel.
From 1 September 2025, there are two advisory electric rates for fully electric cars:
- 8p per mile for home charging; and
- 14p per mile for public charging.

Update on winter fuel payments
Regulations providing for the making of winter fuel payments have been published in relation to pensioner households in:
HMRC has advised that provisions allowing for the recovery of winter fuel payments from wealthier pensioners will be included in Finance Bill 2025/26 to be introduced after the Autumn Budget.

Warning of self assessment scams
HMRC has issued a press release warning taxpayers in income tax self assessment (ITSA) to be wary of scams offering fake refunds or demanding payment. The press release contains useful information on how taxpayers can protect their personal information and reveals that more than 170,000 scam referrals were made to HMRC in the year to 31 July 2025, of which 47,000 referrals related to fake tax refund claims.
Updates to HMRC’s MTD guidance
HMRC has updated its interactive guidance for use by taxpayers in determining if and from when they will need to use Making Tax Digital (MTD) for income tax. HMRC says that it will continue to update the guidance, including reflecting the exemptions and deferrals announced at the Spring Statement 2025.
HMRC webinar on overseas workday relief
HMRC will deliver a webinar on recent changes to overseas workday relief (OWR) on 16 September 2025. HMRC says that the webinar will explain how OWR has changed, the new financial limits, the transitional arrangements and the employee record keeping requirements.
